The Future Perspectives of the Rechtspfleger in Romania

On the occasion of the conference of the National School for clerks on 19 and 20 November 2009 in Bucharest in Romania the General Secretary of the European Union of Rechtspfleger, Mrs. Heidi Hell, had the opportunity to introduce the Green Paper for a European Rechtspfleger, which was written in 2008.

For this event, which was the conclusion of a Phare project, the slogan was “National School of Clerks - Challenges and Future Perspectives”. This subject was just right for the purpose of the demand of the creation of a European Rechtspfleger as an independent institution according to a constitution of courts, which was laid down by the Green Paper. Mrs. Hell stressed, that the Green Paper is a paper of discussion and the basis of further discussions and studies.

As participant at the workshop „Training the European Court Clerk“ the General Secretary got to know something about the present education of the Romanian Rechtspfleger and their visions of the future. She had also the opportunity to talk about her own education and advanced training for Rechtspfleger and to compare the education of the European Rechtspfleger, which was requested with the Green Paper.

On the second day of the conference Mrs. Hell introduced the education of the European Rechtspfleger in her further report in details. She finished her remarks with the statement: “The European jurisdiction is growing, on the one hand territorially by the admission and the accession of other European countries, on the other hand intellectually due to searching a common reference frame for a European civil right, the advancing harmonisation of the national systems of justice as well as the consolidation of the community law. The signs of consideration about national systems are now on a green level.”

Before flying back the General Secretary had the opportunity to visit the President of the Romanian member association of the E.U.R., Mr. Ion Popescu. She could talk about the planned workshop, taking place in the early summer next year in Bucharest.
