Judicial Reform in Luxembourg
The European Rechtspfleger can be of importance.
A report of Anne Kappl
On 7 June 2009 in Luxembourg the Christian Social People’s Party (CSV) of Prime Minister Jean-Claude Juncker had clearly won the election of parliament. According to the final result the CSV could strengthen its position as the strongest strength and reached 38 per cent of the votes. Juncker’s coalition partner, Luxembourg Socialist Worker’s Party dropped to 21,6 per cent. Juncker, in his office since 1995 and the longest-serving head of government in the European Union, let to know in the election night, that he would like to continue the coalition with the party of the Minister of Foreign Affairs Jean Asselborn. However, will Luc Frieden remain Minister of Justice? It is to be expected that the Ministry of Justice will change into other hands. It is to be expected that a judicial reform will be implemented in Luxembourg.
On 9 June 2009, two days after the election of parliament, the president of the European Union of Rechtspfleger Thomas Kappl visited the Ministry of Justice in Luxembourg. Luc Frieden was prevented due to the current coalition negotiations to talk with the president of the E.U.R. On behalf of the minister Kappl was welcomed by Mr. Yves Huberty, Attaché of Government 1st rank.
During the talks of more than one hour, which the President of the Luxembourgian federation Association des Greffiers et Fonctionnaires de l’Administration de la Justice Jeannot Rischard took part at, the situation of the justice in Luxembourg as well as the posibility, how the European Rechtspfleger can be a part of the expected judicial reform, were discussed.
Kappl handed over the Green Paper for a European Rechtspfleger to Mr. Huberty. Huberty said, that the Green Paper was submitted at a good time regarding the judicial reform in Luxembourg. The European Rechtspfleger can be of importance with the judicial reform.
After the discussions Brigitte Haan, General Prosecutor’s Office, showed us the new building of justice, which Luxembourg can be very proud of.
