Congress of the International Association for Court Administration (IACA) at Dublin
Interest in the career profile of the European Rechtspfleger all over the world

The IACA is an international association for court administration and court management. The organization is examining the efficiency of the jurisdiction in the whole world. Therefore throuthout the world a strong interest exists in individual careers in the justice.
220 participants from 44 countries followed the invitation of the IACA and participated in the congress at Dublin. Thomas Kappl, the President of the European Union of Rechtspfleger (EUR), was one the european participants.
The association of the IACA was founded in October 2004 in Ljubljana, Slovenia. The president of the association, Marcus Zimmer, as well as the Vice-President, Jeffrey A. Apperson, got in contact with the European Union of Rechtspfleger in 2006, when the general assembly of the EUR took place in Wels, Austria. At this time Gabriele Guarda, coming from Italy, was the President of the EUR.
Guarda supported the IACA in organizing its congress in autumn 2006 at Verona, to which also Thomas Kappl was invited.
The exchange of ideas between the IACA and the EUR led to a great interest in the career profiles which are represented in the member countries of the EUR, as well as in the writing the green paper about the European Rechtspfleger. Since two years the IACA and the EUR were coordinating their co-operation. Since this time an intensive contact exists between both organizations. In 2008 Thomas Kappl was appointed as the member of the European Board of the IACA.
In 2008 the regular congress of the IACA took place this time, as mentioned, from 21. - 23 April 2008 at Dublin.
On 21 April 2008 the boards of all continents had their meeting. It was highly interesting to discuss the problems of the law systems in the world and the attempts of common solutions. In this board’s meeting an Australian colleague, who is concerned with the systems of law and the realization world-wide, was talking about the career profile of the German Rechtspfleger. In this connection Kappl could report about the goal of the creation of a European Rechtspfleger and its role in the justice as well as of the writing the green paper.
It is amazing, how great the interest is in the creation of an efficient justice all over the world. In nearly each country the overloading of the courts and of the judges is a topic. The desire for discharge, for a uniform training and a independant career profile does not only continue to increase in European but on the whole world.
The European Union of Rechtspfleger becomes more and more significant. Thus the presiding judge of the highest Court mentioned the judge and the Rechtspfleger in his speech in the Round Hall of Four Courts in Dublin. It does not concern any longer to discuss only the different systems and career profiles. The interest in the creation of an European Rechtspfleger becomes more significant in the last few months, which reflects the invitations of the Ministries of Justice all over Europea and also the invitation to the congress of the IACA.
It does not concern any longer our generation, as Kappl said in his speech at the 32. Congress of the Association of German Rechtspfleger at Potsdam, Germany, but it concerns the future of the young colleagues. Successes do need time, effort and patience. The train „European Rechtspfleger“ will sure start rolling very slowly, but it will start. Our task is to convince all of the European aim.
