Handing over to the European Commission in Brussels

The European Rechtspfleger is on his way

On 2 December 2008 at 04.00 p.m. the European Union of Rechtspfleger (E.U.R.) handed over the green paper for a European Rechtspfleger to the European Commission (EU), General Direction for freedom, security and justice, in Brussels. Mrs. Lina Papamichalopoulou, the head of section of the General Direction, received the green paper, handed over by the President of the E.U.R. Thomas Kappl in French, English, Italian, Romanian and German language.

The members of „the green paper“- commission of the E.U.R., Hubert Vanmaldeghem from Belgium, Jean Jacques Kuster from France - at the same time Permanent Representative of the E.U.R. at the Council of Europe in Strasbourg -, Dumitru Fornea from Romania as well as the board of the E.U.R., Thomas Kappl, Adelheid Hell and Harald Wilsch, met in the entrance hall of the European Union’s building in the Rue de Luxembourg in order to put together the European Rechtspfleger on his way. Unfortunately the representatives of Denmark and Austria, Mrs. Else Dankau and Mr. Gerhard Scheucher, were unable to have taken part at the meeting.

In the year 2006 Thomas Kappl was asked by the Association of German Rechtspfleger (BDR) to think about a presidency candidacy for the E.U.R. He had already at this time the idea to embody the European Rechtspfleger into a green paper as discussion paper for the harmonization of the career profile and for the creation of an efficient justice which is close to the citizens. Still in the same year during the general assembly of the E.U.R. in Wels/Austria Kappl was talking about the green paper. The European colleagues got enthusiastic. They were eager how to realize it. The European community should not be found only in the green paper, but also in the participation of the authors. Thus the commission of the E.U.R. came together and met alternating in Strasbourg and in Munich. The commission was working on the green paper almost one year, each author for his own part. In November this year it was carried out. The green paper can be found on the website of the E.U.R. www.eu-rechtspfleger.eu.

The green paper, which will be sent by the European Union to all Ministries of Justice of the member states, will lead to an interesting discussion in the uniform legal area of the European Union. With the green paper the member states have got the possibility of contributing to an improvement of the justice.
